John usually this is related to the Temp II Sensor which is the blue one located in the thermostat housing. You can try unplugging it (went it won't start) and then using a paperclip to bridge the two contacts inside the plug together. Make a U shape out of the paperclip and insert each prong into the metal contact of the blue plug. Now try to start the van. If it starts right up, or after a little cranking, then you need a new Temp II sensor. If not then you might need to get out an ohm meter and start doing some tests on the wiring and grounds.
