Hi Eric,

Yes, you should hear the motor.

If you overfill the tank it's normal for it to run out on the ground. I suspect the tank is fine.

The tank is held up by three M6 hex screws. The filling nozzle stays mounted to the van when you lower the tank.

The pump is pushed down into a circular cavity in the inboard side of the tank. Washer hose is on a nipple at the bottom, two pin wire connector at the top. I can't recall whether you can reach the wiring without lowering the tank.
