Turn key on, observe blinker closely. If it blinks for a couple seconds, stops, and then starts blinking again a few seconds later, the coolant level controller is triggering and causing the blink.

If blinking starts with key and does not stop at all, verify ten volts plus/minus half a volt input to the gauge (between skinny ground pin and whichever of the other two gives the higher reading). If voltage is correct, continued blink is caused by leaky 10 uF 16V capacitor inside gauge. Replace cap or gauge.
