So before removing the driver side rocker arm assembly, I noticed that a valve spring at cylinder #2 appeared overly compressed. After reseating the push rods and installing the rocker arm assembly, that valve spring appeared to be less compressed. After quite a few boughts of cranking I got the engine to run, but at lower RPM engine is rough, it dies at idle, and there is a new unfamiliar noise at cylinder #2.

When checking head nut torque, I had to remove a little material at edge of each intake gasket to accommodate a socket onto the upper middle head nuts. I re-sealed that gasket with black RTV so I highly doubt the noise I'm hearing is air being sucked in between intake runner and head.

There's no excuse here just a hard lesson learned;

be damned sure the push rods are properly seated AND STAY SEATED during rocker arms installation.

I found that slightly turning each push rod helped ensure that it was seated in the lifter.
