Jared, that is not normal. Remove the four screws that hold the utility box in place for the water fill. Pull it out an inch or two. You should have enough room to look at the two hoses from above. Now try to fill and see which of the two hoses is leaking. Hopefully it is right at this point because if not then you are going to have to replace the entire hose from there to the tank. There is a leak somewhere.
