Things look normal in the photo. You depress the wire loop on the left (below the front of the seat) and the swivel should swivel. Something must be jammed or stuck but I do not know what that would be unless one of the four mounting bolts became loose and is causing the problem. Perhaps the carpet covering the battery flap is caught under the swivel? Probably nothing major but certainly exasperating. Be sure to wear gloves when trying to muscle the swivel in case it tries to bite you. Good luck!
