Don't know that you'd get noise from that unless the end of the boot was flopping around and a metal clamp was hitting the tie rod.  The rod itself should be pretty well anchored at each end.  Also I have not looked for that part alone but you could probably make one if you had to.  When I rebuilt my own rack using the Bus Depot kit I had no need for that part as mine were okay and I had already replaced a single boot earlier.  Good luck!
