       Looks quite normal ~ You should only have to Push Down on the "Loop"

@ the Front of the Seat Base & Rotate the Seat Base 180º ~ Sometimes They

can be Very Difficult to Rotate ~ My Pass'Side Seat would be Near Impossible

to Spin if the Seat was Off so I did not have it for Leverage ~

        If it Refuses to Rotate, You may have to acquire a Leveraging Device ~

May a Long Piece of Channel Stock that would fit across the Seat Base & into 

a Couple of the "Stop Groves" on each side ~
