I was there 2 years ago and had a lovely day; long stretch of beach to stroll, lots of sea birds.  You can walk all the way to where the Tijuana River flows into the ocean; I wouldn't recommend crossing it nor swimming in the ocean along that stretch though because of "who knows what" in the water, meaning pollution.  Picnic tables and grassy park right at the beach.  You should be able to see the Coronado Islands off shore on a reasonably clear day.

Very safe; you will see plenty of Border Patrol trucks patrolling along the border fence and they also patrol the beach. 

It's kinda cool to be in the absolute southwest corner of the contiguous United States.  Yes, I'd recommend checking it out.
