Dennis ,
Finally came to me why I have to smog my 1982 vanagon in California
annually, while Bill only has to pass smog every two years.
It's due to Subaru 2.2 legacy engine swap, that my vehicle is deemed a
gross polluter. And I can only smog at a Gold Star smog station.
Van is registered in Los Angeles county.
My rig is the California Air Resources Board (CARB)-approved Kennedy (KEP)
Subaru conversion (obd1/pre-1995/2.2L) + must have KEP intake boot, airbox,
catalytic converter). By meeting all these requirements you get a plaque in
your engine bay that's supposed to get you accepted by the smog shops. But
I've found only a couple places in LA county that will test it. They insist
on seeing a smog ref approval plate in the engine bay.
In summary; if you convert to Subaru in California, you're better off going
with engine you like , such as a 2.5/obd2 .
California car culture is paradoxical. still have very liberal regulations
on vintage vehicles. Pre 1975 is smog exempt. There's no law says you even
have to have a hood! Almost a carry over from the okie days. My friend had
a 48 Buick jalopy, no hood. No wipers- chromed .30/06 bullets instead.
Europeans just shake their heads when they see this.
Governor jerry brown used to drive a beater 1950s Pontiac. hope that
California will get smarter while keeping its best old school stuff.
