For those of you who have been told at federal facilities that they are out of passes and you'll have to wait, the policy has evidently changed. They will sell you the pass, issue a voucher which you may use as if it were the pass, and send you the pass when they get more in stock.

This was reported today in the Spokane newspaper. The article also said that some places have sold more passes in a month than they typically sell in a year.
