Wow, are all those wires from the cluster connector the same color? You do like to create challenges for yourself! If I were you, I'd find a replacement 14 pin connector to splice back into the chassis harness and get the appropriate kit here for the cluster: https://www.vanagon.org/products/instrument-cluster-foil-repair-kit Your sanity deserves it.
I just installed this on my '85 conversion and it's a piece of cake.

Indeed yes! Maybe I'm not seeing where else I could test continuity at but.....
Some time ago, I replaced the OEM T14 blue ribbon male connector with a different set of connectors. At that time I'd ruled out using the diesel glow plug light for my check engine light on my Jetta motor swap so didn't leave access for future wires.
I can't access the connectors at the male T14 connections on the blue ribbon. Please see this image: (and my apologies if the work makes you cringe. It does work though and has held up quite well):
