I'll second that. Double priming is a classic sign of a bad ignition switch. It's breaking contact intermittently when you turn the key to "start." Ah ok. I misunderstood. So when key turned to ignition on (dash lights on), the fuel pump primes twice in a row? If so, swapping in a known good ignition switch is easy to do for testing purposes.
