What year is your Vanagon? Or, what engine? If I recall, my friends
1.9 WBX Digijet system would prime the pump more than once.

Along with Stuarts comments on the gas tank, consider too that if your
van does not have the pre pump filter, the screen inside the fuel pump
can get clogged with debris.
