Water gets in through failed grommets in the tank venting system as well as cracked expansion tanks in the wheel wells.  The grommet on the top of those tanks can also rot.  They get splashed with plenty of water. Less likely is condensation, which can occur if you store the van with less than a full tank over the winter.
