The low speed fan runs both sections in series, so it would be 0.37 ohms.

450 watt fan at 14V would be ~32 amps, effective resistance of ~0.44 ohms. Adding 0.37R would reduce total power to 240 watts, of which ~130 would go to the fan and 110 to the resistor.

On a 280W @ 14V fan, that would reduce total power to 150W, of which 81W would go to the fan -- almost exactly the same power ratio as the big fan with stock resistor.
