I've done the "run the pump backwards" and also, I've blown the crud off the tank pickup by compressed air. Not a real fix, but it's worked a few times...

The best test would be to measure the voltage across the pump itself, from the positive to the negative terminal when the circuit is energized.

Or set your meter to measure current up to 10 amps or so and hook it up in series with one of the leads, so the current has to go thru the meter.
