If only the instrument cluster lights have gone off maybe fault is at the large white T14 connector cluster. There is a fuse for those lights but all the dash lights are on that fuse.

So you unplugged the idle stabilizer valve but left the idle control unit in front of the passenger side tail light connected?

The ICU connects to several circuits including the coolant temp II sensor for ECU.
