Thanks Stuart and others for your feedback on this problem. My 02 sensor
is still stuck but I'm now thinking it's not the problem (at this point in
time -- I'll have to deal with it soon so the good advice will be used
then).
I'd simply guessed my poor-performance, poor-gas-mileage problem was due to
a failing 02 sensor and launched into replacement mode. When the stuck,
existing 02 sensor pushed back, I tested the voltage generated by it.
Changes from 0.2 to 1.0 as engine warms up -- I think that's within spec so
it seems doubtful that is the problem.
I went back to basics and changed out the spark plugs, which hadn't been
replaced for a couple of years and looked black with carbon upon removal.
Took van for a spin and it now seems fine. Could it be a simple as that or
can I expect the plugs to become fouled again and the problem re-appear?

on the Samba. I'm going to check the idle mixture setting per that
summary. I've done most of the tests you can do with a multi-meter on
other Digifant components (AFM, TPS, Temp II sensor) and they seem okay.
It still could be crap in the fuel tank restricting fuel flow
intermittently. I did a fuel delivery rate test and got about 750ml in 30
seconds, but the fuel pump still whines most of the time so maybe it is a
fuel supply problem. I haven't tested the fuel injector spray patterns as
yet.
