The fuel pump should go on/off briefly once key is turned to ignition on;
it doesn't run after that until engine has started. Try the fuel pump
bypass method shown in Bentley? See if pump runs? Theres more to it than
this but basically, B+ from alternator stud goes to 30 of fuel and Digifant
relay; ignition off or on, you should see battery voltage at each relay 30.
With key turned to ignition on, Digifant relay closes so battery voltage
should be seen at 87 of that relay. And, you should see same at fuel pump
relay 86. Along with my comment above, the ECU controls the fuel pump relay
so you'd see battery voltage at fuel pump relay 87 once engine is running
but thats kind of a moot thing to say. ;)
On my air cooled van that larger hose from bottom of charcoal canister
vents to atmosphere. Came from factory like that. It may be that for some
markets, this is how that canister is connected. So, say, in US (some? All?
states) that hose may have to connect to air cleaner. Up here in BC Canada,
maybe not? e.g. I'm pretty sure that same hose does not connect to my air
cleaner on my '88 Vanagon.
