Very interesting. That explains another behaviour I've noticed: if the van dies (after the initial 5-7 minutes of driving) and I let it rest a minute it will fire up again and run another 15 seconds or so before dying again. However, if I let it sit 10 minutes it will run another 2 or 3 minutes before dying. The numbers are wild estimates but there seems to be some sort of relationship there.

So let's assume a blockage in the return line is developing over the initial 5-7 minutes. We think the fuel pump is whining because it can't push fuel, not because it can't pull fuel. But (and I'm willing to do a much more thorough inspection) there appears to be no obvious physical blockage in the line. Could the blockage be a pressure difference? Is for some reason pressure building up in the tank which resists the inflow of returning gas? Could something going wrong in the canister system (which I still don't fully understand -- I thought the charcoal removed harmful compounds before gasoline vapour entered the atmosphere, so does air move both ways in that system?) create pressure in the tank?
