If you have the old-type coolant level controller (1.9l and earlier unless replaced) there is absolutely no way to distinguish low coolant from overheating, because what the controller does is simulate an overheated gauge sender.

If you have the new controller, it does the same -- except that it only does it in short pulses, sufficient to trigger the blinking light but not long enough to move the gauge needle appreciably.

I'm surprised that GW wouldn't have found a way to trap that later behavior. The gauge blinker itself does it with few components.
