Pump running or not is commanded by the ECU. It runs the pump for a couple seconds when it boots, and any time the ECU is getting timing pulses from the distributor (air cooled does this differently).

Teaspoon or so is about what I would expect from opening the test fitting on the fuel ring at the engine. It represents the amount that the tubing and pressure regulator change volume under pressure.
