Id suggest Navajo National Monument between Tuba City and Kayenta.  Interesting NPS site with several hikes and guided walks of the ruins.  Free, first-come, first-served, semi-developed camping.  We will often stop there after leaving Flagstaff on a Friday afternoon enroute to IL's (outlaws?)  in Utah.
