Assuming your volt meter or test light was connected to a good ground point and that the fuse holder contacts are clean, (with a good fuse installed of course), you should see battery voltage at both ends of one of those fuse holders even if engine is off. Or..... if the sink pump etc connect to an aux battery, is that battery and connections to it ok?
