Double check wiring to switch side of the starter relay? Remove relay, wire starter back to OE then test? If its a used TDI starter, could it have a flaw in the solenoid circuit which would cause this issue?

I know that the 50 circuit is disabled when ignition key is released to run position but some relays have a suppression component (diode) across the 85/86 legs (switch side of relay). If those legs were wired in reverse, could the positive connected to the relay switch keep the switch closed thus allow a small amount of voltage to flow back to the instrument cluster?
