Along with Larry's comments, the area above the glove box is a good location for adding relays and what not. On my '88, I did what Larry suggests; new wire, fuse from battery to area above glove box, new wires to headlights. If you google Jay Brown, Vanagon, you might see his relay kit wiring diagrams for given years of Vanagons. Or just order some from him? ;)

Which generation Golf engine? The Mk2/3 VW inline engines have a 3 letter code stamped into a boss on the block located on the upper RH area nearer the flywheel end. Google should have images of that.
