Second condition says you have the newer level controller and it has triggered.

No, if the sender line were grounded the controller would think everything was fine.  The controller triggers when it's an open circuit between the sender lead and ground.**

Bad contact at sender, bad ground at sender, bad contact at connector T7a pin three (green wire going to blue/green; inside wiring box on the firewall; broken wire, bad contact on fuse/relay panel pin K5 (pinout on Bentley 97.68), bad contact at level controller, painted number 42 or 43, third socket in the upper row of the fuse/relay panel, broken solder inside level controller.
