Could be one of the electrical components in the circuit board. First clip on a new temporary ground. If it still does it I suspect something is “leaking down” the way a capacitor would (used to illustrate a point only, I have no actual knowledge of the circuit or components). If it is ever convenient for you to do so, unplug the board and swap in a known good one.
