Well, maybe I was wrong.

Tank main valve closed, one burner on at full flame, the flame size
remained the same long enough to boil 1/2 a small kettle of water. I
returned to the van, lit both stove flames, both became small in size
though they're still kept burning.

suggests that residual fuel in the propane lines can take some time to burn
off. I didn't realize that.

This is likely what I'm seeing.
