The problem was no running lights and no dash lights, so something is wrong with both the switch and rheostat.

It got me back from the McCloud River to the Bay Area with only about 30 minutes of driving with hazard lights, so maybe I'll leave it in the back cabinet as an emergency part in case the new one burns up.
