I super-glue does a great job of attaching rubber and rubber/vinyl, if the finish can be taken off the vinyl a little bit. But it isn't very flexible, and its brittleness seems to me to increase with time and especially heat. So yes, it is the best strength wise at least at first but I would worry about it long term. I use cyanoacrylate on broken chainsaw handle mounts, for instance, and it holds up to a lot of abuse. For a while...

The 3M upholstery and weatherstripping you get in a good parts place should be the best be IMHO. Apply evenly to both parts, let it dry tacky, then press together.
