 FAS in Maine make an adapter plate and starter setup that I had put on my Westy.  It also takes care of bell housing bushing hole fatigue.  Our old transaxels  sometimes end up with an out of round hole that bushing goes into.  Problems come up. Dave B.

If it does turn out to be the starter, I would recommend you get an adapter plate and use the VW TD/TDi diesel starter - they are a gear reduction starter and will spin over the waterboxer with ease.  It’s also a much easier to find and cheaper part.
