The rating might be based on fuel input. That would be ~12,500 BTU in. At .5 liter/hour I think that is closer 18,000 btu/hr going in. Seems not very efficient.

I wouldn't touch one of those Chinese copies of Eberspacher (Espar here) heaters. Crude and poor quality are two words that come to mind. 8000 W? Maybe they meant btu. If you want to save $ and don't mind that someone copied the technology Espar spent years on, buy a Planar Russian-made copy, far better than these chinese copies.
