The switch or horn button is on the negative side of the circuit. If the positive wire to the horn was grounding somewhere the horn would not be sounding; the current would run from the battery side to the ground in the positive wire and bypass the load /horn, th4 path of least resistance.. Your ground or short is likely (1) somewhere between the horn and the fuse and relay panel or (2) between the fuse and relay panel and the horn button.
