Read my words more closely, these in particular:

"to be rated to carry the weight"

Whether a given tire has examples of known failures isn't related to
what I wrote. If a given tire doesn't actually do what the
manufacturer's rating claims that points toward a defect in that
particular product.

By the way, I consider those 2 links to contain propaganda and major
errors, in addition to some useful info.
