I usually use some alcohol that we use with paint work. Put that inside the light and slosh it around. It will absorb the water and then evaporate out. You may have to do this a few times. Then inspect the light and if there is an obvious route for water to get inside (like a stone hit in the front), then you can seal it with clear sealant. For stone hits I would recommend replacing the light though. If you think it is leaking around the edge then you can seal that. The light bulb should have an o-ring on it that is what is supposed to seal the rear of the light. Remember, never touch the bulb glass when installing. Your oils from your hand will vaporize and make a haze on the inside of the glass. Yup, you are a greasy pig and so am I. Humans and cleaness is really relative.
