Does the coil have power? If it doesn't have over 12 volts, try running a wire from the alternator as a test ( if that has over 12 volts). Have you checked grounds? Most of the time when you have a strange issue with a Vanagon it is a ground issue. I usually go through the checks with a multi meter at the ECU plug that are outlined in the Bentley Manual.
