Since you removed dash, you also removed the instrument cluster; and to do that, you had to disconnect the emergency flasher switch.  I know that the emergency flasher and the turn signal switch are all part of one system.  I've had intermittent turn signal problems that were solved by cleaning of emergency flasher switch contacts (spray contact cleaner into switch then rapidly operated like 50 times).  Maybe it's even something as simple as the connector on back of flasher switch not solidly attached.  Worth a try anyway. I have worked on the heater system, took the dash out, changed the blower motor.

Now, while everything works, but the turn signal won’t.  The green light comes up on the dash, but it won’t do the intermittent, and there is no clicking from the relay.  None of the turn signal lights come on. Changed the #21 relay but it is not the faulty item.  That relay works in other cars. 

I’m baffled.  Did not work on any of this area that would do this.  And I have never seen this kind of thing. 

I can’t think of what could be wrong with it when it was working fine before. 

Anyone?
