Found the problem, thanks to Alex sharing his story. The whistling noise seemed to come from the rear passenger side, so I pulled the brake drum there. And a short spring fell out. Turns out the rear shoe hold-down pin (that is probably *not* the correct name) had come free and fallen out of the backing plate. So floating around inside the drum were the spring and the small plate that the pin holds on to.

So I need a new hold-down pin. I'm assuming these are a standard size and will head over to the FLAPS to see if I can pick up a replacement.
