Dan,
The pump only runs for about 10 seconds when the ignition is turned on, to pressurize the continuous circulating system. So, turn off the ignition completely, put your hand on the pump, then have someone turn it on. If you feel vibration, then your problem may be a fuel filter.
I just changed out my system, so I experienced the above, when my system didn't start at first.

hi David,
he did the following
- swap in a new fuel pump relay
- bypassing the onboard ignition switch and use a new spare
- unplug and replug a small connector at the back box on the top of the coil
- tap gently on the fuel pump
- feel the fuel pump with ignition ON, no buzz for vibration
