The early type fuse holders can be difficult to clean because actual contact is made only in a tiny line around the inner edge of the hole in the contact. A very small conical bur twiddled in the fingers would be a worthy cleaning tool -- however the normal-and-should-be-routing operation of spinning the fuses in the holders every few months will often suffice very well.
