If you're referring to the Vanagon speedometer cable......

I recently quelled a noisy speedo with fluctuating needle by applying
motorcycle chain lube to top end of cable that connects to the
speedometer.

After applying a little lube, I'd spin the front wheel by hand, wait,
spin wheel more then repeat that process at least 6 times. I also used
a drift and hammer to close up or "square up" the speedo cable hole at
grease cup at wheel but I think the lube was the solution. No more
noise, way way less needle fluctuation.
