Put your fingers on the 2 relays while someone turns the key on and off a few times. The relays should BOTH click each time the key is turned on. The FP relay should click again a moment later.

If BOTH relays are clicking then it could be the fuel pump, the wiring from relay to pump, or pump ground wire which goes the the chassis near the pump.

If only the ECU relay is clicking then the ECU may not be getting power. Measure the voltage on the red wire stud inside the engine compartment wiring box. It should be 12 volts, key of and stay 12 volts when key is on and above 10 while cranking.

If neither relay clicks then ignition switch or wiring from ignition switch to ignition coil. Check voltage on black wires at the coil with key and and then while cranking. Should be 12 volts, dropping some while cranking.
