That dangling wire is intended for the A/C. It is to control the middle speed rad fan relay from a pressure switch in the Freon system.

If you look at the A/C wiring diagram for your year you can see that connector H6 is used differently than in a non-A/C van.

Also note that the relay output on H3 goes to a resistor first rather than directly to the fan motor.
