Is the effort high as in hard pedal? Is the pedal squishy? Have rear brakes been adjusted properly? Loosen hand brake cables fully, adjust rear brakes, tighten and adjust hand brake. If rear shoes have too much play, the initial pedal push is used to move rear wheel cylinders instead of actuating brakes.
