If the bolts at the bottom ( that keep the cladding fastened to the car) have loosened , then you can pull it out at the bottom and, YES it needs to be pushed UP to free it, it hangs on the clips that are riveted to the body..it might need some nudging as there will be 30 years + of dirt and grease in there !

Why don't you do a search for an image, it will all make sense if you see it illustrated .
