Both those fuses run off the load reduction relay. The fact that wipers and headlights are good says that the ignition switch and load reduction relays are both working correctly. Turn the key on and check for 12V at both sides of the fuse sockets. If you *don't* have 12v on at least one side of both fuses, there's an internal problem in the fuse/relay panel and you will need a new one.

Check and say results.
