The rapid blink is a warning from the flasher relay that you have light load (burnt out lamp or broken wire or wrong lamp or contact problem) on that side. Putting a front lamp in backwards mighjt cause this.

The faint glow is basically an esthetic problem which would never happen if the lamp wre incandescent. That lamp would draw about 100 mA to make the filament glow white hot; whereas an LED will begin to glow with a very few microamps. If it doesn't bother you at night it's not worth cjasing.
