I should probably open up a manual to confirm but I really doubt that even the CA emissions equipped air cooled 2.0 fuel injection system uses an O2 relay. i.e the O2 sensor does not have a built in heater element requiring a relay to switch it on/off.

Does this Vanagon have an added aux. battery? (aka "house" battery).

If so, relay might be acting as isolator for that battery?
